Hi Nicole! It must be a North American thing (we use it a lot, especially around the holidays and Thanksgiving). I live in the Netherlands and haven't found it there either! 

You can definitely make your own - just roast the pumpkin until soft, scrap out the insides and blend. Wah la! Nothing else added. :)

Thank you! You can definitely substitute regular white flour. However - whole wheat pastry is different from white all purpose. I've never used whole wheat pastry, but here is an article on it: http://oureverydaylife.com/can-substitute-wholewheat-pastry-flour-unbleached-flour-cake-baking-40456.html

So looks like you could possibly give it a go and see (it will affect the texture/taste but that's not necessarily bad), or try subbing half whole wheat and half regular white if you have it?<br/>]]></description>
